Money has to come in/ownership has to change for that to happen. State governments have other priorities.
Baby steps for now, we’ll eventually get to the stage where we can begin to use VAR.

Although the said dominant antecedent of the North African Teams is probably because their Players are mostly based at home without much foreign Exodus, thus, Their actions resulting to helping in improving the local Leagues available and making them competitive enough.
