Provide it by watering. No alternatives. Tomatoes need water to do well

There is no alternstive to water.
It is even water that provide the oxigen we breath.
If your question was earlier in the rainy season the solution would have been to dig a ditch and line it with concrete to accummulate the quantity of water you need.
Alternative is to seek help from the hydroponic experts.

Where are you planning to have the farm?
If you can get rain periodically then you can conserve water by heavy mulching.

Use 4 inch of mulch on the land, it will drastically reduce your water requirements. Also use drip irrigation if you can. But you have to have a back up plan for water supply, you can not plan to farm in the dry season without a source of irrigation water as backup.
