Sigh* I was at the front desk at a UBA branch in Ikeja yesterday, and the attendant said I needed an International Passport for International Africard -- said I could get the local one without an International Passport.

Yes. The one where you need International passport is the Dollar Africad. You'd also need to load it with dollars also
