I don't think NOUN gives transcript by hand. They will only send it to the institution or organization you put down.

As for length of time, it varies Oooo. It's supposed to be within two weeks I think. But oh well.

Sorry, if what you say is really true, it's not too bad na. Why not go do your PhD abroad. You won't pay tuition fees and they will still give u monthly stipends on top. They may even give u other benefits like accommodation, among other things. If Nigerian universities don't want to take u, please leave them and go elsewhere. They don't discriminate abroad. As long as your university here in Nigeria is approved, all approved Nigerian universities are perceived the same way.

Yes you can. But admission begins in January. Exams are ongoing at the moment. Since you have the necessary credentials, you are good to go.

A reliable source has it that a graduation list would be released between late December and early January. But nothing is ever so certain when it comes to when they will release the next list. So far, that period has been slated, but it can change.

Do a Google search on popular universities in the US, get their emails or phone numbers. Call (or mail) them and make enquiries. Virtually all the universities grant free tuition and pay stipends to PhD students. The only thing is, you will have to sit for GRE and score very high, because your GRE score is a requirement. But you can make enquiries on what scores each school (i.e. the department you want to....) is looking for.
