Kenya’s population stands at 47.5 million with every child born today owing the lenders $1,300 (Sh130,000).

The country’s domestic and foreign debt is now at dreadful Sh50 trillion ($50 billion), 15 percent beyond the recommendations set for developing countries by the International Monetary Fund (IMF).

This is in addition to the current annual borrowing of nearly $2 billion (Sh200 billion) to retire matured loans, finance infrastructure and address other budgetary expenditures.

The fear is that in few years of excessive borrowing and increasing debt ceilings without growing the economy or creating new innovative tax base, the national debt burden will reach unsustainable level and risks of economic decline.

In Summary

President Kenyatta’s predecessor was more conservative in his approach to debt having taken charge of the country when its public debt was at Sh629 billion.
Devolution has also created a new cost centre, which has seen the government set aside more than Sh300 billion every year to fund the devolved units.
Treasury recognises however that public expenditure pressures and poor revenue collections are some of the immediate risks it must deal with.

For every Sh100 Kenya is collecting in tax revenue, it is spending Sh130 to fund its budget needs, an overspending that is driving its voracious debt appetite to plug the shortfall.

An analysis of the most recent expenditure data published by the Central Bank of Kenya (CBK) shows that Kenya has been spending at least 1.3 times more than its total revenue in the 12 months to August 2018.

This explains the dependency that the Jubilee administration now has on debt.

President Uhuru Kenyatta inherited a public debt of Sh1.7 trillion in March 2013 from the Mwai Kibaki regime.

He has since grown this debt by threefold in the last five years to Sh5.1 trillion as at September last year.

If this debt was to be shared among all citizens equally, it means that every Kenyan owes about Sh100,000.

Kenya is facing a debt crisis but government officials don’t seem to know what to do about it. grin grin grin The obvious route is to borrow some more to pay old debts and finance the budget.

An admission by the National Treasury that the government is broke grin and may be unable to finance this year’s Sh3.02 trillion budget if Senate rejects an increase in the debt ceiling to Sh9 trillion exposed the sad truth.

Experts have raised the red flag that the country cannot take up more debt but from acting National Treasury Cabinet Secretary Ukur Yattani’s admission, we could be too deep in the hole that more debt is what will save us.

DEBT

The Transport Cabinet Secretary James Macharia has already announced that the Cabinet had suspended the Mombasa-Nairobi project for at least two years to allow the country’s debt levels to drop, while also prioritising other important projects. Earlier, United States Ambassador to Kenya Kyle Carter had said that the onus was on Kenya to sort the debt issue and that the US government was fully committed to support the building of the expressway.

The issue of debt also emerged during a meeting of the Senate Committees on Delegated Legislation and Finance and Budget and the Institute of Certified Public Accountants of Kenya (Icpak) at the Kenyatta International Convention Centre - and the government has been pushing for an amendment to raise the debt ceiling to Sh9 trillion to allow the country undertake more projects and take more loans.
