The federal government has finally released the circular on the implementation of the N30,000 new minimum wage to federal workers, setting the stage for the labour unions in the states to commence the negotiations on consequential adjustment to the new wage, THISDAY’s investigation has revealed.
THISDAY gathered that the circular, which originated from the National Salaries, Incomes and Wages Commission, was released at the weekend.
While Katsina and Borno States chapters of the Nigeria Labour Congress (NLC) have confirmed that they had received the circular of the new minimum wage consequential adjustment from the federal government, the Osun State NLC said the circular is expected to reach the state on Tuesday or Wednesday this week.
The President of the NLC, Mr. Ayuba Wabba, who confirmed the issuance of the circular to THISDAY at the weekend, said that with the development, state governments that have been waiting to use the federal government’s minimum wage consequential adjustment template to negotiate with their labour unions will now effectively commence negotiations with their workers.
He also said the release of the circular was an indication that the payment of the new minimum wage has commenced across board.
“The new minimum wage circular was just released yesterday (Friday) by the National Salaries, Income and Wages Commission – that is the implementation circular for public service in the federal civil service. We received clear information that the circular was released Friday evening,” he explained.
When asked if the states have been availed of copies of the minimum wage implementation circular, Wabba said that the leadership of the labour movement is following up, adding that it would be made available to them.
According to Wabba the minimum wage consequential adjustment deal reached at the federal level is the benchmark that is supposed to guide state governments and other private sector employers of labour to also reach agreement with their workers.
He also said that the circular directed that implementation will take effect from April 18, the day President Muhammadu Buhari signed the new minimum wage bill into law.
Wabba said now that the circular for federal workers are out, labour will follow-up and ensure that states get copies to guide their negotiations.
“State branches of the NLC, Trade Union Congress (TUC) and the Public Service Joint Negotiating Councils (PSJNC) are working assiduously with the state governments as a team and in many states process are ongoing.
“We are following up. It is our duty to make the circular available to states and we will do that. Once the process starts, you will see that it will move from state to state until it is concluded,” he said.
He cited Lagos, Katsina and Kaduna as states where the process of negotiations has already begun.
Wabba assured workers that the leadership of the various centres, NLC, TUC and the Joint Negotiating Council were collectively working and monitoring the process to see that every worker gets the new minimum wage.
He said it was not only in the public sector that the minimum wage issue was being taken up, adding that the private sector employers were also engaged in negotiations to comply with New Minimum Wage Act.
The NLC president said that states have expressed the commitment to pay the new minimum wage except two states, adding that labour intends to dialogue further with affected states and make them understand that it has capacity to do some level of engagement.

The three tiers of government shared N702.058 billion as October revenue from the Federation Accounts Allocation Committee (FAAC).
This was announced at the FAAC meeting on Wednesday, chaired by the Accountant-General of the Federation, Ahmed Idris.
From that figure, the Federal Government received N295.737 billion, while the States received N192.697 billion and the Local Government Councils got N144.987 billion. The oil producing states received N49.164 billion as 13% derivation revenue and the revenue generating agencies received N19.472 billion as cost of revenue collection.
According to him, the N702.058 billion comprised revenue from Value Added Tax (VAT), Exchange Gain and Gross Statutory Revenue. He revealed that the balance in the Excess Crude Account was $ 324 million as at November 20.
The gross statutory revenue for October 2019 was N596.041billion. It was lower than the N599.701 billion received in the previous month by N3.660 billion. Revenue from Value Added Tax (VAT) was N 104.910 billion as against N92.874 billion distributed in the preceding month, resulting in an increase of N12.036 billion. Exchange Gain yielded a total revenue of N1.107 billion.
A breakdown of the distribution showed that from the gross statutory revenue of N596.041 billion, the Federal Government received N280.110 billion, the States received N142.076 billion, the Local Government Councils received N109.534 billion, the Oil Producing States received N49.044 billion as 13% derivation revenue and the Revenue Collecting Agencies received N15.276 billion as cost of collection.
From the Value Added Tax (VAT), the Federal Government received N15.107 billion, the States received N50.357 billion, the Local Government Councils received N35.250 billion and the Revenue Generating Agencies received N4.196 billion.
The AGF confirmed that for October 2019, revenues from Companies Income Tax(CIT), Value Added Tax (VAT) and import duty increased remarkably, while Royalties, Petroleum Profit Tax (PPT) and excise duty decreased significantly.

The Federation Accounts Allocation Committee (FAAC) on Wednesday shared a total of N702.058 billion to the three tiers of government for the month of October.

This was announced in a communique read by Accountant General of the Federation, Mr Ahmed Idris after the FAAC meeting in Abuja.

Idris said that N702.058 billion comprised revenue from Value Added Tax (VAT), Exchange Gain and Gross Statutory Revenue.

He explained that the Federal Government received N295.7billion, the States got N192.697 billion, and the Local Governments received N144.9 billion.

He stated that the oil Producing states received N49.1 billion as 13 per cent derivation revenue and the Revenue Generating Agencies got N19.472 billion as cost of revenue collection.

He, however, disclosed that the gross statutory revenue for the month of October 2019 was N596.041 billion

He added that it was lower than the N599.701 billion received in the previous month by N3.660 billion.

He said the revenue from VAT was N 104.910 billion as against N92.874 billion disbursed in the preceding month with an increase of N12.036 billion recorded.

According to him, the exchange gain yielded a total revenue of N1.107 billion.

He said as at 20th November, the balance in the Excess Crude Account was 324 million dollars.

He further stated that from VAT, the Federal Government received N15.107 billion, the States got N50.357 billion, the Local Governments received N35.250 billion while the Revenue Generating Agencies had N4.196 billion.

He acknowledged that for the month of October, revenues from Companies Income Tax (CIT), VAT and import duty increased remarkably, while Royalties, Petroleum Profit Tax (PPT), and Excise Duty decreased significantly, NAN reports.

Idris noted that the committee was glad with the increase in revenue and expressed hope for its sustainability.

So I should be grateful that 6000 is added to my salary as minimum wage, in this present economic situation. It is better you don't add your 6000 to my salary so that people will not see me as one who has money .Exposing me to danger when a common 6000 is added to my salary by telling it to the whole world is evil.

Look...NLC made a big mistake on this minimum wage...on the long run we are back to square one or even worse....wait until the market woman knows it's been implemented, or the the transport people or your landlord.then check what's left at the end of the day. This momentary raise is another 8 years of struggle in the waiting.

No wonder most civil servant live on hand to mouth...how would you build a house, and afford most of your basic needs...it's even worse when you've being sagnated for long without promotions, increments and other remuneration due you..no motivation to to your job sincerely..Nigerian workers deserve better than this mediocre raise.
