Yes you have may have 3B dollars worth of assets - but did you check the liabilities you have. The reason why in 2014 ECG was being concessioned away to Filipinos's (Manila Electricity Company) was because it was technical in the red. The US were even willing to give you 450M dollars AID.

A company cannot be valued by looking at it's assets alone You need to look at it's liabilities. And whatever remains is Equity or Capital.

Basic accounting equation Assets - Liabilities = (Shareholders' or Owners' Equity) .

The EQUITY IS WHAT YOULL SELL WHEN YOU LIST. And I am telling you for FREE - ECG has made losses every year bar 2016 - the last 5yrs - has lots of debts - and would be luckly to be valued at 5M dollars.

As for SGR - we had expected a slow start like any business- as SGR dealt with the teething problem. You know we began building the railway in 2014 and by 2017 were transporting millions of customers.And because we had expected slow start - we got 5yr grace period for commercial loan - and 10yrs grace period for the concessionary loan.

Now FACT 1) CARGO as of June 2019 - was at about double the rate of 2018 2) Cargo tarrifi is about double - so even at half year - SGR has earned double last year.

There is a REASON WHY GHANA HAS HAD 16 IMF BAILOUTS while Kenya has barely had any IMF BAILOUT. Countries that have received IMF bailout include likes of Tanzania, Zambia and such backwater countries.
