It doesn't cost 14usd bill. The first phase of 300km which will be completed in early months of next year cost 1.2 usd bill, the second phase of 426 km cost 1.46usd bill. The remaining phases are 435 km, 220km and 371km cost 942Usd million from from place called Isaka to Kigali Rwanda which World Bank has expressed its willingness to fund it.

The Dar to Mwanza via Isaka in total is 1450 kms which will cost a total of 7.5b dollars. The first phase is almost complete.The second phase is under construction which will cost 1.92b not 1.4.The gov borrowed money to add up for the second phase.They borrowed 1.4.
So,phase 1&2 will cost about 3.1 billions.So u just spoke of Dar es salaam to Mwanza line which is 7.5 billions.

Gas is more cheaper than nuclear or diesel or wind power
Gas is more cleaner than nuclear,coal or dieasel.

So,all in all,gas is very suitable to run factories because of reliability and of course it is somehow cheaper
