Truly the denial rate this November was much I was denied as well stating I needed 2yrs above money in my account (undergraduate), plus someone with full scholarship in front of me was denied as well.

I did a PhD interview on 22nd of November, with high hope, I believed i was going to be selected because i have sent my CV and summary of my master's thesis to the group leader. After my PhD interview he told me he knew my supervisor and even told me to extend greetings to him he then continue by saying "i was the best applicant so far" so he told me to send my full master thesis to him and he will in return send me article related to the PhD programme i applied for.. I did and he sent me some article. Its been almost 2weeks now and i have not heard from him. Does this mean he deceived me and reject me? Why will you send article to student you won't pick for a phd? I am really confuse here.

If I understand you, you haven't gotten any response?, that doesn't mean he rejected you so far he didn't send a reject mail to you, he might be setting up your funding and all process. So if you haven't heard from him, just send an email, be polite, that you would appreciate his response so you can apply for visa on time. Is this for spring or fall?

I can’t really tell but I feel the person who hasn’t applied before would see an earlier date ...but it doesn’t matter because once that particular date is open it shows available number of people both new and previously denied who can choose that day so it’s all about you praying to get an earlier date

what if your program start date is January 6 but classes starts January 13 and you get a VISA interview date on January 9th?

Also if one seeks a 1 week extension from the school, would it sit well with the VO?

You may want to exercise a little patience. November 22 vs 5th December isn’t that far apart; and don’t barge the man with emails about your PhD application, be considerate at least he assured you that you are the best applicant.
He might want to take you but he isn’t the only one required in making such decisions and he may be expecting a grant or some funding.

If you cannot bear the waiting time, apply to other universities. They make admit decisions at different times so ...

Visa fee is valid for a year. you can still use it if you defer your admission to next Fall semester.

Hello bro firstly be calm ...I was in this situation as at Monday my school resumes on the 8th could only get a date for 13 January was quite worried and even more when my emergency date was denied but I prayed about it as it was all I could do...I immediately logged in and tried rescheduling and I saw a free date for DEC 30th I was so thankful and happy.
