They used to be exempted from interview and they just do the dropbox tingy & then pickup their visa within the week.

You should ask him specific and clear questions that elicit answers that are either Yes/No or in 2-4 words. If an answer requires plenty of explanation, then be guided.
Who or what is a "Family Brother"?
You are not close to him and he wants to do what exactly for you?
You not being able to communicate directly with him will create issues for you at interview if VO asks about him/work/family/education etc
You went to his father. What did you ask his father to discuss with him? Is it what he agreed to?

I have a conference to attend in USA by January 30th 2020. I received the invitation letter yesterday and its fully funded by the organizer/university and I'm to present my paper.

My questions is
1. Can I still get interview date before the conference?
2. What are my chances of getting the Visa since I read here that they don't issue visa to attend conference any longer.
3. Is it possible to get the date before paying the visa fee?

Sorry about the rejection, next time let your wife apply with your baby so you can be their ''tie'' to Nigeria or travel together as family to another country since U.S trip did not work out, it will improve your family profile when next you want to apply for U.S Visa in the future.

This is not true and it has not been said here visas aren't issued for Conferences.
What was said is the chances are slim due to the fact that a lot of people use it as an excuse and they have no intention of attending the conference


3. Is it possible to get the date before paying the visa fee?
You can ONLY VIEW dates before paying. To get a date, you have to pay first.


Addendum
Visa for Conference et al stands a good chance if it relates to your field and day to day job function. You are also going there to present a paper and the organizers have provided you with a cover letter and are picking your bills.

I think you stand a good chance of getting a visa approved in your favor if you can clearly state all of this at your interview along with your background details

I obtained the visa and I didn't use it because my summer class results were released and I needed to do a resit for one course to give me distinction and the examination resit coincides with the conference paper presentation and I had to abort the trip because the purpose and my intentions was to attend a conference nothing more, and Afterwards I had the visa for many months before it expired . Do I need to travel to USA if I have no reason? I even gave the visa number in my application .....

Sorry about that bro,You can reapply! I honestly think these VO's now has limited amount of visas,probably given by DHS that can be issued to Africans,Nigerians,Per day,per month,per year! Once they run out of stock,the rest get axed...regardless if you're genuine or not!

You were actually meant to get this Visa, I guess the vo was not in the mood.

Also when she asked about itinerary plan, she didn't really mean ticket as in flight itinerary, I guess she meant places you will visit with dates, how much its gonna cost and so on. I stand to be corrected though.

Hmmm...visiting Minnesota during this season is not very advisable. The State has been experiencing very brutal cold weather and snow causing most people to spend most of their days indoors at home.

As a Nigerian it has become extremely difficult to acquire a visa to any western country.
You have a good profile but the V.O clearly just didn’t want to issue the visa.
At the same time I can’t blame the embassy totally. The V.Os have seen it all based on several experiences, even high profiled Nigerian citizens have refused to return when issued a tourist visa.
Give the U.S embassy some space then re-apply.
