Try updating play services, if its not updating by itself, search Google for the latest version for the phone

I've had no issues with my playstore from the start and my xender connects all the time. You can try to clear the data and cache of your playstore and see if it'll work

The a30 is a great phone. I'm not sure about the price right now but I bought mine 67k in July. I also heard the phone is very scarce right now. Anyway, I personally will go for the s8 since it is was a great flagship device. It will easily do everything you listed there.
The camera is generally better than the a30 too, performance won't be a problem either. But if you see a new a30 and it is cheaper than the UK used s8 you want to go for, go for the a30. It is a wonderful phone too.
