Did you use an email scraper? Seems the list of end-users you reached out to was not laser-targeted to Torquay. It's like reaching out to a plumbing business in Onitsha to buy EnuguPlumber/com. If you must reach out to businesses outside the immediate geo location in the domain name, make sure the driving distance is less that 15mins.
Don't waste further time with this prospect imho.

When did you discover you had very few leads for the name - before or after you bought it?

According to boss iykepromotions, just search for domains with competitive keywords on Google. For example Alaska+plumbing+and+heating+com is very competitive. Do the search on Google you will see for yourself. Also the name was in use (Google still indexes the business) maybe owner forget to renew it or changed name.

I was not the one that talked about email draper, don't' know much about it either.
As for the branch thing most times this is part of the list you get from Google you are not observant enough, some companies have a large area of coverage, hence the need for an extra name.
I have a name am trying to sell no matter how far I outbound I was actually outbounding to the same person and he is very proud, he is using the .net but and has shown interest but is unwilling to pay even though he admitted he was desperate for that name ten years ago, so back to the waiting game where it seem I will lose but before that I still have one joker to play him.
When outbounding always look for the area of coverage at the websites.
Look at it this way, sold a very long name to a lawyer some time ago, he has already establish his business on his personal name some to me he was out of the buying picture, but he was the most consistence in answering my mails so I took interest in him till he bought the name to target a population of about 600,000 you see the logic.
Domaining is very interesting you will almost always sell to the last person on your mind but don't be desperate it kills a potential sale, the buyers are using a lot of factors to judge you.
