I use Vodafone.

I also experienced it. It was annoying. The only thing that could solve the problem was to restore factory settings. Back up ur data and restore factory settings. I guess d ads is caused by one malware from a third party app.

Yes no pop up notifications for whatsapp but I thought it was because I use yowhatsapp.
You should be able to turn it on from settings or grant the permission.
