I refer you to the numerous projects that Nigerian govt has launched over the years but havent been a hit with Nigerians. The other day the govt announced free rides and i think I read that only 5 people turned up. You must be insane to think your light rail can do anything above several thousands per day. Shinkansen does 1 million per day across Japan yet its the most efficient piece of rail in the planet.
