am just wondering, why 're northern criminals more difficult for security agents to tackle, than southern criminals ? e.g fulani-herdsmen 'll just invade communities, kill people, loot items, yet non of them can be arrested, presently in zamfara, they 're given bandits amnesty, no body is talking about the heinous crimes they 've commited against the people. is this how to build a nation?
