No, you don't need to book any flight for U.S Visa application, I think hotel reservation is more important than flight (even the reservation must be done in such a way you can cancel it free of charge.)

One more thing for the flight, just do an estimate of the number of days you want to spend in U.S that's all, don't forget to include arrival and departure city

ITS EXPECTED THAT BEFORE YOU APPLY FOR VISA, YOU MUST HAVE MADE PLANS ON WHERE YOU ARE GOING TO, what you are going to do there etc.
