The African Union (AU) has officially incorporated the Lamu Port South Sudan Ethiopia Transport (Lapsset) project days after AU Envoy for Infrastructure Raila Odinga held a meeting with ministers from South Sudan and Ethiopia.

According to a report published by Voice of Africa on Tuesday, January 21, all the four countries involved in the project have signed the documents indicating their participation and full support for the much-touted development masterplan.

The reports also indicate that the African Union has also tasked two of Africa's biggest lenders to fund the project and ensure that it is delivered as intended by the participating nations.

Lapsset Corridor Program is Eastern Africa’s largest and most ambitious infrastructure project bringing together Kenya, Ethiopia, and South Sudan.


This mega project consists of seven key infrastructure projects starting with a new 32 berth port at Lamu (Kenya) and interregional highways from Lamu to Isiolo, Isiolo to Juba (South Sudan), Isiolo to Addis Ababa (Ethiopia), and Lamu to Garsen (Kenya).

It also involves a crude oil pipeline from Lamu to Isiolo, Isiolo to Juba; a product oil pipeline from Lamu to Isiolo and from Isiolo to Addis Ababa, and 3 international airports: one each at Lamu, Isiolo, and Lake Turkana.

Yours was Technical Assistance. Thats why no figure has been floated around regarding the deal Gh had with Liberia. Possibly at the end of the day the Ghanain professionals were given individual bonuses by the respective countries and told to go home.

Phase 4: Financier is Govt of Kenya with Loans from Agence Française de Développement (AFD)/European Union (EU) + European Investment Bank (EIB) - (AFD/EU+EIB)

AFD together with European Union will be making available to the GoK a total amount of 120 MEUR. Of this amount, 90 MEUR will be a concessional sovereign loan and 30 MEUR will be a grant. The European Investment Bank has agreed to support the LMCP with up to a maximum of Euro 60 Million making the total fund for this phase to be 180MEUR. This financing shall cover 33 Counties previously covered by AFD’s electrification projects earlier in 2007. A total of 3,830 distribution transformers will be maximized and an additional 480 new ones added together with the associated 1-2 kms of MV lines. A total of 397,000 Households will be connected under this component.

The Kenya Power and Lighting Company (KPLC) has announced through a tender notice, its intentions to resume expansion works on its Medium and Low voltage electricity distribution network under the Last Mile Connectivity Program (LMCP).

The aim of the program is to connect 280,475 households in 32 counties to the national grid within a period of three years. This comes after the government of Kenya received funds in the tune of US$ 199m from three multilateral lenders.

The Agence Française de Développement (AFD) and the European Union (EU) contributed US$ 132m, of which 75% will be a concessional sovereign loan and the rest will be a grant; while the European Investment Bank (EIB) has also agreed to support the LMCP with up to US $66.3m.
KPLC has already invited consultants to apply for participation in the implementation of the project.
