INEC do not really have a choice, registration of political party is kinda automatic if you pay all necessary fee and have your hq HQ in Abuja, even if INEC no respond after filing, you can promote the party after some time like every other registered party.
INEC has power to deregister as the constitution is silent on how they can deregister, so they can self regulate that through policy document or electoral law, but same is not applicable to registration
