I'm not a lawyer but I've had an experience like this. I was sued by the Nigerian police. There was a first hearing and an adjournment. Prior to the next hearing, my lawyer and I approached the Police to settle the matter out of court. Money changed hands and they agreed to withdraw the case.
But the next court date held nonetheless. On the day, the prosecutor (police) simply didn't show up. My lawyer informed the magistrate that the prosecuting officer had been transferred and no other officer had the full details of the case. Hence, the case was struck out.

I do not know if it's possible to communicate to the court the resolutions reached by the parties in the case of arbitration or other out of court settlements and forego a sitting where a date has been set but I suppose the peculiarities of this case necessitate an actual hearing and ruling (given the public interest).
