in the US there is court and legislature subpoenas.
court subpoenas are supreme and you can't exercise executive privileges over them but you can exercise executive privileges over Congress subpoenas.

when there is a clash between Congress subpoenas and executive privileges, Congress is allowed to take the presidency to the court.
