As for me, I'd rather propose at a private area, maybe my crib or hers because ladies of nowadays, you never can tell.

It's just no brainer to do it in public and sometimes considered embarrassing for girls who are naturally shy - Some girls actually say "YES" in public not to create a scene and go straighten things out with the guy in private.

Any intimate affair or situationship between two people/partner should be done privately.

I have never seen a couple asking each other to be officially divorced in the open? So why marriage proposal in public?

Private in an iconic public place at the climax of a romantic getaway... on the backdrop of a lovely natural scenery like a waterfall.
