Humanitarian donations of any amount doesn't necessarily have to be given to ncdc or even states, it can help fellow igbos not even non igbos as aggrieved.

If you mean Igbo billionaires, then I'll tell you that lots of Igbo billionaires have donated but the Yoruba bulion Van billionaires have not donated even 1000 naira.
