From the Review by Beebom, their unit scores 280k+ but the RN9s unit reviewed by TechTablets scored 250K.

you can customise the theme, using another theme for the dial pad add every other part of the system that looks strange/odd.

I use RN7 though. I later discovered that theme is one kind. The "dial part" in phone book is while, and my contact numbers too are white, so seeing the numbers sef is impossible. Tried the 5th one, it has nice background, but it is quite messy. Will keep trying and tweaking till I get what I want.
Try switching region to India and try, let's see what happen

The option is not there because you don't have enough themes with compatible dial pads installed. Check this out.

honestly, I wouldn't really know because most of the time I've been on miui, my device is always rooted. But I don't know if the theme can do the magic without actually rooting, you can give it a trial

Seems the RN9 has a better Multi core score though. The GPU is what appears to be off. The CPU scores are the same but the GPU should score around 80k not 50k on Antutu

the charging effect on your screenshot has nothing to do with theme though... it's a MiUi 11 thing.
