Voter ID does not deprive anyone from voting except you were not qualified to vote in the first place. That voting is a fundamental right doesn't grant non citizens the right to vote in another people's country especially the illegal immigrants among them. Neither does it grant underage voters the right to vote. Voter ID is not being advocated for to prevent legally qualified voters from voting, it's to prevent illegal and unqualified people from voting. If you are a citizen and legally qualified, nobody can use any laws to prevent you from voting.
