Yes, most economies including even the most open - still have to protect some industries. You cannot have Indians arriving in boatloads like they do in NIgeria to do any kind of business.

South Africa has to protect it indigenous people from
1) African immigrants -10M plus
2) White Immigrants - 5M plus
3) Indian immigrants - 5m plus.

By ring-fencing some industries - for example - farming is the easy one - trading - is another one.
