A better way of creating jobs is to give the same amount as interest-free / single-digit loans to cooperatives and SMEs, get support from specialized agencies in providing advice and technical support to these businesses, and boom . . . way more jobs than this ludacris arrangement. Best part: cos the money is coming back (since it was loaned out), he can gradually make the scheme bigger each year, and the state is better off for it.
