This has happened to almost every brilliant person that got to top position either by election or political appointment. It's like there's something that just switches them off as soon as they get to that position. I think it's because they are not allowed to call out their party members and therefore have to join in some dangerous practices they can't come back from

Rankings mostly are used for seeding. There's a reason before champions league draw is made, real Madrid is always top of the group with 0 points and another club like As Roma is below them, when normally, in league, the names are placed in alphabetical order. So rankings helps in seeding.
But the criteria how ranking works, to be sincere, I don't know, cos I don't see or know how Tottenham will be above Chelsea in ranking.

Why are you surprised? It's over a five season point allocation based on performance in both the champions league and Europa league. We have more points than Chelsea over the last 5 seaons. You can clearly see points accumulated over each season there.

Yes if you look at Chelsea they didn't participate in any Uefa competition in 2016/2017 which gave them a disadvantage while Tottenham, United and Arsenal has not missed any for the last 5 seaons I think. Liverpool reaching back to back finals gave them huge points that boosted their point tally. For example even if Madrid don't perform well enough in the Champions league for the next 3 seasons their point tally will keep them comfortable top 2.

5 year results in Europe.
Generally 2 points for a win, 1 point for a draw, 0 point for a loss.

Man Utd jumped from 18th in 2019 to 9th in 2020

Chelshit dropped from 12th in 2019 to 14th in 2020

Spurs jumped from 17th in 2019 to 12th in 2020.

One question that might come up should they choose to tow this part is should they use the 2020 ranking which includes the incomplete 2019/2020 season OR should they use the rankings from 5 complete seasons ending in 2019.
I am sure United and Chelshit fans would be very interested in that answer.
