He should end discussions on how COVID-19 vaccine will be administered when such vaccines have not even been developed.

Hundreds of Vaccines have been developed b4 Bill Gates and vaccines will continually be developed after Bill Gates. Never has the mode of adminstration of a vaccine preceded the development of such vaccines.
