Guns like that are mainly used by cultist and thugs because they use pellets instead of bullets and pellets are cheaper than regular bullets and readily available. Pellets are less precise for long range but for close shooting, they could be deadly. And you're right, they lodge in different areas unlike bullet that is single and lodge in just one area.
