What is so difficult to understand. Both of those statements are not mutually exclusive. Property values rise with infrastructure. If you go nuts like those black south africans and build a huge monster in middle of nowhere - rural azania - it will be worthless.

Now infrastructure can be ideally put up by gov or sometimes in many african countries - investors themselves put them up.

Part of the reforms that gov is trying to help address our high property prices - include gov building infrastructure in mass housing schemes - and also providing free cheap land.

But don't mistake lowering property prices for masses - and appreciation of property values.
