I don't think turning back the truck is the best strategy unless they will follow the truck to be sure it goes back all the way to the north. I mean the truck can just go back a few meters or km and discharge the youths who will then come in singly on foot or simply try another western state.
The truck should be allowed in with everyone in it including the driver quarantined for 21days just to be sure. The driver won't try it again with the knowledge that 21 days forceful quarantine awaits him. The youths can be allowed into the society if that are negative, or sent back by with the truck, escorted by security operatives all the way to NC border at least.

That is how it has always been... U are knowing this now because of the interstate lock down.

They are here for menial jobs, like shoe polishing, digging of holes, painting etc..

There is hardly such job in the north because a lot of them are into it there... So since the southerners hardly do such, the market is open for them.

They are the ones u see in sabo, mammy market rolling wheel barrows and all.
