Having been to warri and sapele b4 and some areas in delta, I think it'll be a bit difficult to rate them in development cos it's spread across the state.
Especially their institutions, they can have 2 or 3 campuses in different locations

Asaba is a no mans land, developed with the collective wealth of delta state, it belongs to all deltans. Its just like Abuja to me and you cant rate the development of the North with Abuja. So Asaba Is out of the equation
