Hello house please help me with a honest review between these two choices with respect to career prospect in Germany.

(A)Cologne University of Applied Sciences.....Msc Communication Systems and Networks (with emphasis on a career as a Network Engineer).

(B) FAU Erlangen.....Msc Computational Engineering (with emphasis on a career in digital signal processing, machine/deep learning and computer vision).

My bachelor is in Electrical and Electronics Engineering.

And what if someone actually apply directly and through scholarship, will the person be disqualified for double application?

I don't understand your question well. You probably need to be more specific. I believe there is a different procedure for applying for Bachelors and Masters admission from scholarships. They are two different applications routes. You probably need to get an admission first in many cases before you can apply for a scholarship. I could be wrong though but be more specific.

"Confirmation of applicant"... The term is a bit vague depending on the context. It could mean that they have confirmed your application documents to be true or received but I wouldn't count that as an admission letter.

2. Proof of eligibility: This is the entrance requirements.... Just as stated. It is a proof that you meet the minimum requirements for admission. These include the minimum language proficiency, minimum University entrance qualifications, or minimum CGPA and other accompanying documents.

Please has anyone seen any school that offer Nursing in English and has gotten admission? Please help abeg. I don search tire. They are all in German language

All Nursing and Medicine courses are in German. Your German must even be up to C1 level.

This might be difficult to find. I do not think this exists, at least in the public universities.

You can't convert your language visa to Studium not to talk of Ausbildung which entirely a different application route.

The best is to try an and have the language level to B2 in Nigeria then apply for Ausbildung in nursing, if the company admiit you then the rest is smooth sailing.
