Dont compare Upper hill which is a new cbd to the old raggedy Lagos and Abuja. The place was a residential area few years ago. The skyscrappers caught everybody by surprise. The county govt is now upgrading the roads to match its newfound status. What you see now is not deterioration but the roads that served residential areas before they were torn down for skycrappers. I am not sure where you get the impression that Kenya rural areas are not improved. It appears Mzanzi started to build rural homes recently - but Kenyans have been investing in rural areas since 1960s! Nearly every Kenya including those in urban areas have a home in rural areas. I think 99% of kenyans maintain two homes.
