Nigeria’s federal and state governments are set for a showdown as governors of the 36 states in the country have together, rejected the financial autonomy which president Muhammadu Buhari granted to state legislatures and judiciary.
The governors say they needed to be allowed to work out their own modalities.

President Buhari had on May 22 this year signed an Executive Order granting financial autonomy to the legislature and the judiciary in the 36 states of the federation.

But the governors under the auspices of the NGF headed by Governor Kayode Fayemi of Ekiti State, disclosed that they would convoke an emergency meeting to deliberate on the President’s action.

After their meeting, it was learnt that the governors have mandated their Chairman, Dr. Kayode Fayemi to meet with the President and the Attorney-General of the Federation, Abubakar Malami to relate their concern

“We mandated the NGF chairman, Dr Kayode Fayemi to have an audience with the President and Malami to avoid recourse to legal tussle on the interpretation of Section 121 (3) of the 1999 constitution,” the newspaper quoted a governor from the north-central as saying.

“We prefer dialogue to confrontation because we consider Executive Order 10 as unnecessary and an over-kill of the existing constitutional provision. You can see that in the last few days, AGF Malami has been trying to justify EO 10.

“And the NGF chairman on Thursday had closed door sessions with the President, where all the defects in EO 10 were spelt out.

“In another meeting with Malami on Thursday, the two parties agreed that some of the autonomy modalities were constitutionally flawed. The session reviewed the reservations of the governors.

“There will be a follow up with the AGF and minister of justice by the NGF legal committee comprising the governors of Sokoto, Plateau and Ondo states.”

“For a federating nation, there are so many extraneous clauses in EO 10 which are in conflict with the 1999 Constitution,” another governor was quoted to have said.

“For instance, Section 7 7(a) of the order made provision for a Presidential Implementation Committee to ensure compliance.

“For instance, in some states, there is already appropriation law for the state legislature and the Judiciary. Of what use is this E0 10 then?

“In most states, we have a joint account allocation committee. Are we saying that EO 10 is superior to a state’s law enacted by the house of assembly?

“Instead of rushing to issue EO 10, the appropriate thing for the Federal Government is to sit down with the governors and agree on autonomy modalities in line with Section 121(3) of the constitution,” one of the governors said.

The Judiciary & the Executive are two independent arms of Government.
Why is the Executive trying to exert authority over the Judiciary?

Nawa for all these Governors sef, they are always united when it comes to anything "financial".

Separation of power is still a nightmare to Nigerian governors....

There is no political differences when it's monetary issues...

Nigerian Politicians are the worst set of people, they unite to fight for their pockets, while neglecting the people and the mandate that got them there..

There are good sides and bad sides to this... its for us to pick the lesser evil?

BAD:
If the Executive "currently" controls the Judiciary and this current Legislative, it might only be seeking to get more powers aswell by controlling state Judiciary and state lawmakers directly and indirectly, since the FG would assume roles of payments directly.

GOOD:
The Exective might be seeking this to remove Godfatherism and excess loyalty to state Governors, as they no longer need to go cap in hand to Governors for survival. Aswell as bribe with cars and all sort just for favourable judgements.

Our democracy has been such that the centre is too strong even with governors controlling police and state legislature and judiciary.

The implication of too much powerful centre is that if a weak and brainless person become the president the country is taken backwards as seen in Buhari's government.

However, taking away Police, Judiciary and Legislature from the grip of government is something that need to be properly checked, let's no solve a small problem today and create a bigger problem tomorrow.

One might ask, Buhari control House of reps and Senate and why does he now want to take away the small powers the governors have? Some might see it as a way for Buhari to shift their loyal from state to FG and make it easy to strike any state governor that goes against him like Gov Wike during Covid-19 lock down.

In my opinion, I feel the president is right in granting autonomy, but on the other hand I feel the autonomy will only be applicable in opposition controlled states. Hence, there should be a well thought and holistic implementation plan.

Lastly the governors in power will say no today, then tomorrow when they are out of power they will start crying to have it as the only option to move the country forward eg clamour for State police

Good protest. It's Divide and Rule POLICY. You don't share State money for State. The sharing POLICY established by their SPSC(STATE POLICY SERVICE COUNCIL) is enough Authority.

Many Nigerians don't seem to understand that, most issues local to many states in the country are the responsibility of governors but mba PMB is councilors, LG Chairman, State assembly member, Governor and Rep/Senator of all of Nigeria.we have a long way to go.
