You're just a banana republic. Military and security is audited in most modern countries. In kenya Auditor General can and does audit the military. The audit doesn't have to be revealed to the public. But if army is found to have being corrupted - the ministry of defence (civilian) - will ask the general to take actions - or they will get fired.

Civilian oversight of the military is common in modern countries but countries like Ghana or Nigeria where the military are a rule unto themselves. Their militia has to be bribed to stay in the barracks.

You are misunderstanding the argument you yourself raised.

You said the breakdown of your security budget is only know by parliament.
And you earlier said your CIA budget is 200M (meaning its made up since you dont know what is allocated to them)

And I told you that, the budget for BNI which is the civilian arm of Ghana Secret Police is more than your CIA budget which you made up.
And that our secret police itself has a black budget.
Parliament knows about the black budget but they cant break it down.

When they count democracies in Africa, Kenya is not part because you guys practise a flawed democracy.

what is this Idiot saying? No well secured nation put up the financial expenditure of his security service in public eye except the salary and consumable expenses. It is daft and unintelligent to do so. It Is not about leading to corruption but securing the nation technically from third eye . You only know my weak point if you know what I used my money to do.


You lack the vigorous that goes into security. Maybe your hell hole is different.


It is not about not having coups at all, but how you have managed to out grown it. You are not a serious nation, your millitary and security system is yet to be stress out .

Let me tell you about Kenya.

The public KNOW the total budget for security sector - including major breakdowns.

The parliament's budget committee and security committee get to see the breakdown - because they have to approve it.

The money goes to the budget controller - and she get to see how the money is spent - but the military or security - don't need to disclose what they buy.The IFMIS - Public Finance MIS - will have military and security spending.

The military has an internal audit. The internal security are under Auditor-General.

The Auditor-General will get to audit the security budget. They can be denied access to somethings but generally they get to see the big picture.

Parliament PAC - Accounts Committee - can summon civilian oversight of military - in kenya we have defence ministry with Minister/Cabinet Secretary and PS - to answer queries regarding security budget.

So there is a great deal of oversight.

What you're describing in Ghana is BANANA republic.

slowpoke , I just illustrate what a commoner is expected to know from millitary expenditure or security apparatus And that is how it is done in advanced nation, parliament or congress are the only body expected to know how it works not you the commoner. Exposing the financial service of security service to the public eye is like putting the nation directly into the hands of an enemy.


YOUR country is not known when it comes to the rule of law and freedom of speech in Africa. Ghana is a house hold name ( democratically or freedom of speech). You can swallow your shame for the rest.

What I have seen whith most countries including Tanzania, there is a parliamentary committee on intelligence and security which receive a report from the auditor general about military spending. The President, Minister of Defense and the interior ministers all receive reports depending on their jurisdiction. The President's office and the parliament committee on security and intelligence receives reports from all the security organs in the country, although not made public these two can question and scrutinize the report and advice the government (President ) on what to do based on the report.

The forces behind 'Big Oil' are powerful global movers and shakers with links to big governments. Think of the likes of Harliburton, Glencore, Shell,BP, Valero....
They've got huge investments in oil fields and won't fold their arms. Oil is going to remain important for years longer than people think. Yes, by July it should be above $50. Remember we've been analysing that here for sometime now but these little Indians who know nothing beyond what they read on Google think otherwise.

But having said this, it is high time Nigeria ramped up its manufacturing sector. That's what can position us for relevance. Not even agriculture. China will soon lose its status as a cheap labour country. Nigeria should prepare for that alongside other countries that can see the signs. Electricity, road infrastructure and better investment in education should take preeminence from now to the next ten years.(1st step)

Your total security budget that I saw was 550M Ghana cedis. That is like 100M dollars. You're hidding behind black budget because we know you spend very little in security.

So much 5,000 Chinese gangs have invaded your country and carted away gold worth 5B dollars every year for 10yrs.

That is a whopping 50B dollars gone to Chinese gangs. They go back to China and build their cities with your money. And then Anglo Ashanti is doing the rest...I doubt you have intelligence enough to figure out the Jews gangs.

The SANDF for one does not have a black budget.... Anything that can not be traced is listed as wasteful expenditure!!

Public knows. Parliament knows a lot more. Parliament sub committee on security (who have to take a oath) get to know nearly all of it. The defence ministry and president obviously know everything.

The auditor-general is free to audit the entire budget.

Military generals get indicted for corruption and are fired.

For example: Auditor General Edward Ouko has queried the purchase of 32 Armoured Personnel Carriers (APCs) by the Kenya Defence Forces at Sh1.1 billion.

Even in Kenya - Defence forces had tried to ring-fenced certain budget lines - but Kenya Judiciary ruled everything is auditable.

interesting.... I can literally download the entire SANDF financial statements anytime and see exactly what our budget is spent on everything from salaries to acquisitions.

If you search for Kenya auditor general and military - you'll find some many scandals unearthed. Only in Ghana and Nigeria with history of coups do the military enjoy IMPUNITY.

Example 1.

The office of the Auditor General after an audit of the books on military expenditure at the Department of Defense (DoD) for the financial year 2013-2014 has discovered among other things that department of defense has no record to substantiate millions of money used to finance trips of its officers, pay per diems and clear said military goods from Mombasa.
