In Kenya - a great deal of that is secret - Security Committee swear an oath to secrecy and all the records are redacted. The media do get an hand of them once in a while - but generally some items are redacted or hidden even for the audit or parliament.

There is a great deal of corruption in the entire Kenya security sector because of this.

We need to get to South Africa advanced level.

Here, the military does not make any purchases

They make recommendation to government and government purchase everything they need, separate of their budgetary allocation.

When an audit is carried out, Government is the institution that is audited based on their spending

And I told you that, the budget for BNI which is the civilian arm of Ghana Secret Police is more than your CIA budget which you made up.
And that our secret police itself has a black budget.
Parliament knows about the black budget but they cant break it down.

You can raise issues about value for money but not looting, it basically can't happen.

Only the president of Ghana, by a legal instrument, can call for an investigation into the activities of any part of the clandestine institutions by setting up a committee of judges from the supreme court.

sandf is not a clandestine institution.

The entire budgetary spending of Ghana military can be found on the military high command website.

As always you know nothing. British secret service is not the same as secret police. They dont have secret police. The Germans too no longer have a secret police since the Fuhrer's Gestapo. Ghana is the only modern day banana republic with a secret police. Read some of your history and see that Nkrumah was the one who used Ghana secret police to intimidate opponents.
