Saying Delta gets 5x what Edo gets is deceptive. Benin City has been a capital continuously since 1963. During that time Asaba was not even the second City. It was rated behind Warri and Sapele. Asaba only became a state capital in 1991 and was not treated as a state capital until Uduaghan became governor.
