Precisely. There is barely any single one that is empty. The reason is because we have private sector. They have no formal market for anything - so even Lagos has housing glut lasting years. Ghana if you build 40-floor skyscrapers who will occupy it.

Abuja the entire city is occupied by gov offices and maybe embassies.

Where Nigeria seems to be getting right is maybe banking - after the reforms of 2005 - they seem to have finally created a respectable banking sector.
