Tanzania executive branch has two parts, the central and the local government. Health facilities are graded and under those grades determine whether they will be under the central are local government administration. Local government as the central government collects its own taxes (more like levies) that they can use depending on their needs from the go ahead of the central government. Most of the health facilities build fall under the administration of the local government and given that the cost of construction in Tanzania ins't that high, the local government can set up to build 5 health centers for $300000 each in a span of 5 years and the central government will set out to provide equipment and personnel for the facilities or also contribute to the cost of the construction and there is a special fund for that in the government (i believe its called force account). Now, having more than 169 districts it is possible to do so in a span of 5 years since the local government collects levies in almost every sector of business except those under contract with the central government and given that most districts in Tanzania collect about $400000 a month(no proof of the figure, held it on the morning radio show) it is possible to do so.

Of course we don't have enough doctors. WHO has a recommended doctor to population ratio. India for example have achieved it recently.

World Health Organization (WHO) has promulgated desirable doctor–population ratio as 1:1,000 (300 for patients ratio)

South Africa are nearly there - they just need hire 16,000 more doctors - to make that number 56,000.

Kenya we need 47,000 doctors - and we have only 13,000 - so we need to hire 30,000 doctors - in private and public sector - we are graduating 600 doctors annually - so unless we change tact - we will get there in 50yrs!

We need to graduate like 2,000 doctors annually plus so we can get there in 10-15yrs. And then we won't have patients running abroad..or dying needlessly or suffering from treatable diseases.

But TZ will not even listen to WHO.
