I think you guys missed the point I made. When you parachute from a building that high, don't don't just land in the ground, but you can guide your landing so far away (miles away) from the building. You can land on top of another building, in the street or even an ocean if its nearby.

With proper coordination, distractions can created too

The US has signed extradition agreements with various countries. Once you commit a crime against Americans (even if you are Non-American and based overseas) based on the extradition agreement you can be sent to the US to pay for those crimes against Americans.

It's just like the Colombian and Mexican drug lords who are afraid of being extradited to the US to pay for crimes against Americans (in this case the drugs that are being shipped and used in the US leading to deaths and crimes in the US).

Hush Poppi was extradited to the US because he committed various crimes against the US (fraud et al). I hope this explains it better for you?
