Those who qualify to universities and college don't have to waste one year.

NYS annual enroll 10,000 such kids voluntarily - there is no minimum requirement. They serve for 2yrs 'free" and are then enroll in NYS vocational training for free.

So this English reading difficulty among Ghanaian Public school children(lower Primary and KG) is nothing strange.
