3D Animation can be made with Maya. I think it's one of the industry-standard 3D software. Let's wait for opinion of others.

If you want to make a good 3D movie then forget about play store cos you'll need a computer. You can use Maya or blender or other ones you can check out online.
Blender is free and very powerful but Maya is industry standard and probably more powerful.

Unless you want to use plotagon for smart phones which is highly limited.

If you are looking for industry standard stuff, it will be a PC Software and not something for phone. Maya is a software available on Windows and Mac OS. I don't think it's available on Android.

You are right. But maybe he is trying to know what they use so he can then follow up with a search of those that can use it.
My advise to OP is that, let them get professionals into their team to make the project a success. A great story still need good presentation to make it great.
