Had similar problem. Mine was that even the CV/Resume was not showing that it was uploaded.
But I had to submit my application like that. I just added/indicated my LGA and state of Origin in my address box

Go to your dashboard, then click support. Then add a case..I think it should be resolved.

Oil and gas free zone don't regulate certain aspects of the oil and gas value chain. I believe the supervise the oil and gas free zones in that region
