It has been opening since last month, I think you will have to create an account and apply.

I did mine on the 30th of last month and I uploaded all the necessary documents.

Including your local government certificate and and your marriage certificate if married.

The date has being proponed check the link for more details........The Permanent Secretary said the new date for the exercise has been subsequently shifted to Thursday 16th July, till Wednesday 22nd July 2020.
