because i used the information in the letter to log into CEAC, but i could neither access the appointment of agent nor pay fee on the summary page.

Are you sure of the PD for F4 Nigeria? They are dealing with PDs of August 2007 F4 Nigeria. This may not be the final welcome letter that contains case number which starts like LGS20...and PIN that starts with VISCA.....

My F1A Visa was documentarily qualified since March 16th. And I have been waiting for the NVC to schedule an interview date for me before the lockdown and pandemic palava.

Can't find my case statues on the ceac link anymore, no updates and my priority date has far past since April 25th.
Please my people, what should I do? Someone should please help me out, if there are those in my shoes please indicate.

Nope, approval letter was received on 15th April 2020 and was sent by USCIS. This letter was sent by DOS, received 1st July 2020 and contains both case number (LGS2020######) and invoice ID number (IVSCA###########).

Go to the NVC website and fill out an enquiry form. Do not forget to upload the data page of your passport. They should reply you or fix it within a week.

Somebody shared a similar experience on another platform. The case and invoice numbers were shared but they were unable to make any payment until PD becomes current on the second chart. Must be a system glitch.

Also just got notification of another outbound flight. Some friends paid and are slated to leave before their visas expire on the 20th. Like I said, if you know you know. Also heard that the state department says embassies will start opening from the 15th. Hoping USEmb Lagos opens too or at least clear the existing backlog. Tired of waiting.

Please get an Attestation of Birth from the NPC office at Surulere. The birth certificate will not suffice and NVC might not tell you. Please try all you can to avoid 221g (Administrative Processing). My humble advise.
