is it advisable to forge thee certificate (just put my picture another one original one and edit).

Your SEVIS fee is valid for 1Year. Depends on the session you deferred to, Spring or Fall '21. It remains Valid for the former, not so sure of the Latter. Contact the International Student's Office in your school for more info.

There is a document the embassies seemed to be using as a guideline to determine if they will reopen based on local conditions or not. It was formulated by the States Department and used by both their domestic and overseas outlets. It isn't very clear to me though, I guess it is not that straightforward. Because if it were, embassy in Wellington should have opened by now. The document is called DIPLOMACY STRONG and it is online

It appears all countries that have resumed US visa processing have also resumed international flights. Just an observation.

I spent $0 on applications to over 10 schools (including an ivy), on CSS Profile, and even to send scores to colleges.

If you are ready and willing to send emails to colleges for waivers, you will get as many as you want. If you're applying through the Common Application, request for a fee waiver and have your counselor upload a letter documenting your financial situation. It's not difficult to get waivers from schools.

You can't waive application fee but it can be waived for you by the department/coordinator.

Need Help

My high school grades on my transcript are in the traditional form
A1 B2 B3 C4....

Is there any need for transcript evaluation because my school does calculate GPA

And it also stated the equivalent of it grades in the U.S grading system, that was recommended by NYC( New York City) department of education

The transcript is designed to meet international standards esp U.S & UK

Is there any need for evaluation by WES or any other transcript evaluation agency

depends on the school. Some schools won't accept no matter how good it is unless it's evaluated. Some wouldn't even accept if you use another agency aside WES. I think most ivy leagues would accept though. It depends on the school.
