ideally it should be both partners.in the days of our fathers.it used to be the man.but nowadays you here ladies telling a fiance or husband that they cant have more than 2 kids.and yet they complain when the man goes outside to impregnate willing women who would give him more kids,i see most nigerian men like to have many children.i dont know if its a mentality or achievement.or simply poverty.
