This is the job of government... building public infrastructure. Airports, hospitals, schools, stadiums,libraries, rail lines,roads, ports, public receation parks

An abundance of all these automatically increases economic activities by entrepreneurs and investors which in turn create jobs.

For instance an efficient road network all over nigeria alone will lead to the logistics/delivery business explosion that will employ millions directly or indirectly without government employing anybody.

The whole of Nigeria has 31 Airports while Georgia, a state in the USA has 107 airports and Texas has 730 Airports

USA as a whole has 19,700 airports, 5,170 for public use and 503 for commercial air travel...and an efficient road network from these ports to private residences.

All these means jobs jobs and jobs. If you own one truck in USA and are willing to haul goods you can never go hungry and dont need to go to university or work for anyone to live fine.
