While I share your anger, what I don't see anywhere in what you're suggesting is a recognition of the systemic nature of Nigerian corruption: the problem is intrinsic to how Nigerians view the state and how they select their representatives. Until the underlying systemic issues are addressed, suggestions like yours or the usual demands for looters to be shot will never deliver meaningful change, even if someone could be found to carry them out.
